Role: Supply Chain Manager Salary: 36,000 - 48,000 This role is flexible to be based from one of three NCS delivery regions; East Anglia (Basildon), East Midlands (Nottingham) or North West (Huyton) although flexibility will be required to cover all 3 regions as the needs of the business dictate. The Role: You will manage a network of Delivery Partners providing the National Citizen Service, to ensure they exceed performance expectations; have appropriate safeguarding policies and procedures in place, and deliver a programme of the highest quality to young people. You will manage a team of Contract Managers and a Procurement Manager and be responsible for ensuring that they manage Delivery Partners in line with the Supply Chain Management Framework. You will also be expected to support the contract management of key partners, and to build and maintain strong working relationships with them. You will also develop and maintain effective relationships with appropriate external stakeholders to ensure that the Supply Chain Partners are able to perform at the highest level on the National Citizen Service contract. Key Responsibilities: Manage a network of Local Delivery Partners and Outdoor Activity Providers, ensuring they provide the highest level of service for young people, and exceed their contractual minimum expectations. Ensure that Local Delivery Partners are managed in line with the Supply Chain Management Framework, including making recommendations to the NCS Director and the Director of Partnerships and Supply Chain regarding the progression of providers onto and through the formal Performance Management Process. Ensure that Outdoor Activity Providers are managed appropriately and effective negotiations take place regarding the costs and quality of their provision, in line with their contracts. Attend, as a minimum, the Seasonal Review Meetings of key partners, to review contractual performance and manage any underperformance. Drive the continuous improvement and capacity building of partners by ensuring that appropriate performance improvement plans are in place and executed. Review Local Delivery Partner and Outdoor Activity Provider MI data on a regular basis to manage performance and quality, identify regional trends and identify areas where additional action is required to improve performance. Work with the Health & Safety Manager to ensure that all partners have appropriate H&S and safeguarding policies and procedures in place to safeguard the young people on NCS. Work with the Compliance and Audit team to ensure that all partners are compliant with contractual requirements, and to drive improvements where required. Work closely with internal operations to ensure there are effective processes in place to provide the recruitment team with information regarding Outdoor Activity Provider dates and availability, and Local Delivery Partner allocations; and to provide comprehensive sign-up information to Local Delivery Partners and Outdoor Activity Providers. Support the Contract Managers to identify areas where providers need additional support and capacity building and ensure plans are in place to action these. Develop and maintain professional, effective relationships with senior partner staff, especially within key suppliers. Ensure effective links are in place with internal operations to support the recruitment process as required, and the timely exchange of information with Local Delivery Partners and Outdoor Activity Providers. Work closely with the national Supply Chain team to identify gaps in external provision and to support the identification, selection and set up of new Delivery Partners. Manage a team of Contract Managers and Procurement Manager to ensure that they are working in accordance with the Supply Chain Management Framework and are appropriately monitoring the quality and compliance of Delivery Partners. Coach and support the Contract Managers and Procurement Manager to develop identified knowledge, skills and behaviours. EXPERIENCE: - Delivered excellent performance in past and current role - An understanding of what drives excellent qualitative performance - Managing and driving performance from yourself and others - Strong interpersonal skills and ability and confidence to operate and maintain relationships at all levels - Ability to analyse and interpret MI data and make resulting observations/ recommendations - Capable self-starter, and also a good team player, flexible, enthusiastic and innovative - Proactive, requiring limited supervision - Ability to think laterally and problem solve - Clean UK Driving License and own transport
