Job Description

HR Advisor/Relationship Manager required to support the Director and management team of a London council. This is a 12 monthcontract to focus on project work around a major restructure amd change programme, so you would need to demonstrate that you have managed extensive organisational change projects before and understand the processes necessary for implementation around this.

Key responsibilities will include:

  • Working proactively with Directors and senior managers to embed a strategic approach to human resource development and management within the directorate(s) to ensure the effective implementation and monitoring of the HR strategy and operational plans.
  • Promote the practice of appropriate "one HR" human resource policies and standards to ensure effective, fair and equitable management of staff throughout the council.
  • Ensure that consideration of HR issues is integral to decision-making, project planning, development and delivery of all the council's services.
  • Ensure that all managers and staff are aware of the policies and procedures and able to operate them effectively.
  • Provide support to Directors and senior managers on HR and organisation development issues.
  • Establish and monitor the new performance appraisal system.
  • Develop and promote tools and partner services to effectively implement the full range of workforce, career and succession planning, talent management and learning & development activities through the creation and delivery of appropriate workforce strategies, annual training plans and budgets.
  • Provide support to managers in the recruitment of staff.
  • To engage with and develop proactive relationships with the HRD.

To apply for this post you should be able to demonstrate previous HR Advisor/Business Partner and HR Project Managment experience working for local government/public sector as well as ideally have worked in a commercial/private sector environment too. You will be CIPD qualified with a minimum of 2 - 3 years experience. You should also have worked on key HR projects and preferably within a change environment.
