This role will address a significant strand
of work to deliver a ?talent pipeline? for this central government
organisation. The Talent Pipeline - will establish the wherewithal in terms of
processes, links, networks, agreements & collaborative ventures to enable
the acquisition, development, management & retention of talent.
This is a varied role which will include:
? Bespoke in-house graduate scheme;
? Access to external sources of high potential staff (civil service fast stream/ GPS / OGC/professional bodies etc.);
? Links with academic institutions (for interns, researchers, MBA projects, permanent resource etc.);
? Links with industry, supply and customer base and other organisations to enable a structured approach to inward and outward secondments/loans;
? Partnership with specialist agencies (headhunters/niche selection/specialist recruiters) to access pools of talent in areas of scarce skills.
In respect of the development, management and retention of talent, the postholder will deliver the following:
? Structured approach to career development and management, setting out organisational and individual obligations and expectations, values, potential career paths, progression, career planning approaches etc.);
? A set of simple tools accessible to all staff and managers to support the above;
? Management and leadership development strategy;
? Succession planning processes (a simple and transparent means of talent spotting and contingency resource planning which meets the Civil Service Commissioners' requirements for fair and open competition).Workstream activities that the specialist contractor/interim manager will be expected to undertake.
The interim manager will have no direct reports but will work closely with other members of the HR team and the wider organisation to deliver the elements described above. The role will report to the HR Director with regular progress updates to the Director of Corporate Services and Chief Executive.
Ideally you will be a learning and development professional with demonstrable experience of introducing a structural approach to learning and talent identification, acquisition, management and retention in organisations poorly developed in these areas. As a passionate and inspiring advocate of change you will be motivated and committed, activating and supporting key stakeholders through a change environment.
