At Merton we are working to be London’s best Council.  At the heart of this is a commitment to be a business-like Borough, one that understands the cost and value of our work and ensures everything we do contributes to meeting the priorities we have agreed with our residents.  As Head of Organisational Development & HR Strategy, you will take the lead on organisational development, leading and shaping our OD & HR Strategy service to optimise our human resource and help ensure delivery of our objectives.

About the role

Reporting to and deputising for the Head of HR and working closely with Members and Corporate Management Team, you will lead and shape Merton’s OD and HR Strategy service, leading teams working across Learning & Development, HR Contracts, Pay & Reward and Employee Relations.  You will:

  • Provide leadership to the Organisational Development team, delivering high quality advice and guidance, policy development, management information and learning and development
  • Be the Council’s lead on organisational development, providing advice and guidance to the council’s senior team and ensuring delivery of high profile projects and other pieces of work
  • Lead our relationships with Trade Unions managing negotiations over council employment policy and any other issues
  • Be our expert on HR strategy, policy and organisational development and as part of the HR management team to contribute to the leadership of the division and will deputise for the Head of HR

About you

You will bring a track record of successful OD leadership in complex organisations. You will be able to demonstrate how you have used your expertise to drive change and lead projects.  You will be able to evidence working with and influencing a wide range of stakeholders including Trade Unions.   Chartered Institute of Personnel and Development (CIPD) qualifications are essential.
