HR Officer 

Our client provides a policing service to the people of Leicester, Leicestershire and Rutland 24-hours a day, 365-days of the year. 

Position: HR Officer 
Location: Leicester 
Job type: Full Time, Permanent 
Hours: 37 hours per week 
Salary: £33,108 to £35,808 per annum 

About the role: 

The HR Officer will be responsible for providing an effective HR Function ensuring the provision of an efficient and effective delivery of HR advice and guidance. 


- Advise and assist management and staff in resolving work-related issues 
- Advise on performance, capability and misconduct issues that may result in cases being escalated to final hearings which could result in exiting officers / staff
- Give advice regarding Police Staff Terms and Conditions and Police Regulations 
- Seek ways to improve HR to optimise efficiency and effectiveness 
- Undertake activities relating to providing information for Employment Tribunal applications and civil claims 
- Monitor & arrange deployment of staff and officers as required to maintain effective operational service delivery 
- Represent management in consultation with Trade Unions and Staff Associations, and on committees or other groups as directed by your line manager 
- Ensure effective communications are in place to keep your team informed of changes in legislation, working practise, new members of the Department, Unit issues and successes 
- Develop and deliver appropriate training for staff in relation HR matters 
- Work closely with the senior management teams in both Leicestershire and Derbyshire to ensure EMSOU practices remain compliant with Force Policies and Practices 
- Act as the link for EMSOU and the local HR teams signposting staff and work priorities as appropriate 
- Be flexible in terms of working location and be prepared to work temporarily at other locations within the Force area (and represent the Force at other organisations & locations 

Essential Skills / Experience: 

- Member of the Chartered Institute of Personnel and Development or equivalent 
- Can demonstrate your ability to travel for business purposes 
- Experience in a HR role requiring use of initiative and responsibility for decisions made 
- Developing and delivering coaching / training on day to day HR issues 
- Demonstrate experience of supervising a team in a results-driven, customer-facing environment where you have had responsibility for allocation of workload, motivation and personal development 
- Managing and working effectively as part of a small team to optimise team performance and service provision 
- Demonstrate good knowledge of current employment legislation and the ability to apply this to work place 
- Demonstrate your ability to Influence and negotiate to achieve a successful outcome 
- Highly developed verbal, written and interpersonal skills, to communicate confidently and effectively at all levels 
- Demonstrate a level of awareness of diversity issues appropriate to this role 
- Demonstrate strong presentation skills 
- Be familiar with data input, retrieval and report generation from HR Management Information Systems 

Desirable Skills / Experience: 

- Experience in a HR role at officer level 
- Experience of working as part of a senior management team providing appropriate advice 
- Experience of working on projects in a large organisation
